check the transaction, does it say COMPLETE, PENDING, or FAILED?

when you make online purchases, the payment provider will put a hold on the funds. if the transaction fails, the funds get freed up after a few days. to you, it will look like the money was taken, but the fact is the payment provider still has the money. it can take a couple days for the merchant (steam in this case) to actually get the money.
