can all users play a source 2013 mod?
My question is, if I make a mod on the 2013 engine, will all users be able to launch it since they own Team Fortress 2 and Alien Swarm by dafult? Or will it be only available to Half Life 2 owners?
Also, can people launch the mod without steam?
I couldn't find much info on this online.

All users, same applies to even Source 2007. Steam is required, but an account is free so it shouldn't be a problem.

great, thanks for the reply.
There are 2 builds for the SDK though, "Episodic" and "Half Life 2", I'm guessing "episodic" means the player will need Episode 2 in their account to play the game? Or what kind of difference is there between these?
(I want to make a mod unrelated to half life or it's episodes)

As I understand it:

mp/hl2mp lets you make a mod using HL2MP as a starting point.
sp/hl2 lets you make a mod using HL2 as a starting point.
sp/episodic lets you make a mod using Episode 2 as a starting point.
