License to be in society

We have licenses to drive cars and put people through tests in order to ensure they can properly drive a vehicle without endangering themselves or anybody else.
Why hasnt society formed a basic mental aptitude and moral capacity test to ensure the public is safe from people that are clearly irrational and lack basic human decency?
We could have annual tests for people once they reach a certain age (say 25?) Then if they fail to meet the "normal" criteria, they can be sent to integrate with the rest of those who are irrational, and lack a moral concious. This would provide several communities with a sense of safety and, if done right, mental health issues would be taken more seriously.
This isnt a eugenics take, im not calling for us to start lobbing mentally ill people into camps , just a thought.

There already is a license to be in society. Its called 'not being in prison'.

What if people are always being tested by what they say and how they behave and the test would give a score. It could be called something like a social credit score.

OP, everybody talks like this when it's about judging and deciding consequences for others. They never include themselves or their loved ones in it, right?

Stop hating. Yeah, people suck, but it's not up to you or any other human to decide who passes a "worthiness" test to live and have a quality life. That's Hitler/school shooter kind of thinking.

Maybe you are confusing moral with etics. They are very different.
But since you are talking about ^crime police^, heres what I think.
If you (not you person, but the State Agent - expressing the State will to Punish and the agent will´s, too) want to punish, there are lines that have to be drawed very straigh. If you bend, you lost.
I was raised in a military family, very formal and rigid on being honest.
Im honest with people. Im not taking what is yours to become mine.

But State is not Honest.
You are feeding the snake with those Ideas, instead to promote the freedom.

You are born free, and die free
In between, they will want to slave you.

Who would ran those tests? The goverments? Good luck giving them that power. Not to mention nothing would stop anyone from lying on the test.

This incident is what brought this thought back to light. Its animals like this that should never be integrated into a rational society.
