Technically, it was a bad thing. It was a violent revolution. Chicago and Detroit riots in the 60's and 70's. During that era which forced the federal and state governments to incarcerate and expand prison population. It wasn't until late 90's until we finally changed. United States at the time was known to had a highest incarceration rates even surpassed South Africa.
Clinton was the first true president that actually made civil rights matters.
