Betwixt the two Pamela Anderson. I believe she was playing Vallery Irons in V.I.P. from 1998 to 2002, and then she was the voice actress for Stripperella in 2003, which gave her more staying power. Anna Nicole Smith's final role as a character was in N.Y.U.K. in 2000, and her last movie was in 1996. I'm excluding anything where she plays "herself" since that's just riding on past success, and the posthumous release Illegal Aliens in 2007. Simply put, Pamela had more staying power.

But truth be told, I'd say by the time the 1990s were wrapping up Jennifer Aniston overtook them both.
