It would depend on how fast the change in direction happens. If it’s gradual, you’d never notice.
If it’s sudden and drastic, you’ll either break your neck (if you’re exactly on the pole) or you’ll be flung violently in the direction against the change.

Also, the only "safe" places on earth at that moment would be the rotation poles, the exact poles. Staying there would not throw you away, just spin you really really fast and you'd probably need time to recover, but you'd be safer.
Oh, you'd notice pretty quick even if it was gradual. Earth's rotation is the largest influence on our weather systems. Plus that extends the period of time in which the sun slows down before coming to a complete stop in the sky, baking one side of the planet and depriving the other until it picks up speed again.
Look up and see the moon orbiting at what appears to be twice the speed.
All that other stuff is after the fact.
The entire planet, from its core, would explode outwards.
