Chicago PD doesn't respond to normal 911 calls either.

Chicago PD used to come by the job every morning and write us all parking tickets because the union plumbing contractor was pissed off at the general contractor. I had dozens of parking tickets left on my truck and so did everyone else that worked on the building.
