Swap Reagan with Bush Jr.
But I have to give special props to Jimmy Carter for being arguably the last American president with decent morals, who tried to put an end to sociopathic realpolitik and to actually improve lives (both at home and abroad). And for that, he was mocked as a weak leader, a far greater sin than being evil in politics.
Same happened to Truman for refusing to use nukes in Korea.
Also Obama didn't do much of anything, he can't be in the top half of that list.
#2 Bill Clinton
#3 Jimmy Carter
#4 Bush senior
The last four really are not high tiered presidents, and are not worth ranking. Even the first four were average compared to prior presidents.

That's literally the only explanation for saying something as stupid as "My heart and my best intentions still tell me that's true, but the facts and the evidence tell me it is not." That's Trump-tier idiocy.
Surviving TWO separate nuclear disasters (and probably-related brain cancer) was no mean feat.
Biden loses because of hidden dementia
Bush Sr gains because he kept the US stable during Reagan's hidden dementia
Bush Jr loses because he was a drunk nepobaby figure head.
Reagan gains because even demented he was a better leader than W.
Reagan would win out on Biden except he really started all this "cut taxes, launch unnecessary wars" schtick that ballons our debt. Do one or the other, not both. Basic math.
