Military personnel politicization is pretty complicated and revolves around neocons politicizing the military in the 1980s, and also in the 1790s by the democrat faction. It's one of the oldest conflicts in the Democrat-Republican party, and it puts the military in an awkward position because the Republicans were the ones that favored a depoliticized military; and this has caused the military to align with them out of a sense of honor.
So against the spirit of what this historic relationship represents, if a democrat is in office and handling a pullout a republican ordered they tend to send 'democrat designated' personnel who aren't always the people best suited to handling the issue; for instance, they aren't the people who have been handling it so far. the same was true of early obama era step-downs and withdrawals; accelerating them caused personnel shifts that resulted in casualties.
the people they choose are competent, but the simple act of involving the political necessity of choosing personnel based on politics induces casualties at bake sales, let alone withdrawals.

Biden botched it, replaced it with his own, and people died for it, and will continue to die over his failure as the weapons he left behind, which are now in control by terrorists, will be used against innocents.
