Basic separation of powers is written into the constitution. Trump cannot fund SNAP, only congress can, and right now the DNC is obstructing the passage of that spending bill.

the only way he could maybe get past it, is it the country it under immediate threat of collapse and enforce functional martial law over revenue, which would only pay government, police, and emergency services to prevent literal collapse of the state. But thats half a year away at worst.

With filibuster? That move would be risky and a political gamble that it may or may not pay off. Once the Republicans go ahead to terminate filibuster, what stopping from the democrats to do so next time they get in power.
