Just becauase something is banned, does not mean it wont happen.
When we talk about crime, then having a more even socio-economic specturm of your population seems to impact crime the most (in a positive direction) and the opposite if its uneven.

Fingers crossed the victims all survive. Must have been terrifying. They were lucky they were so close to a station - there are long stretches along that line where you've nowhere to stop or divert to.
