It wont be filled for November because the Government is shut down due to an indecision between the Democrats and Republicans over a spending bill. So a lot of people are panicking and talking about riots and looting.

It's a shame that the elites sit on trillions of dollars; they print that stuff, yet they are purposefully shutting down everything, going to starve people out until they riot and loot, just so they can usher in martial law, thus bringing about their goal of order out of chaos.
