I just noticed how absurd SOTN was
The vampire main character has rpg mechanics and become more powerful leveling up

The unlockable human character doesnn't have that and never changes.

I would expect the opposite, humans to grow and become more skilled and powerful with training and supernatural beings to have fixed stats and never change (except well in the case of vampires they become weak if they don't drink blood for too long but you get what I mean, not to grow and become more powerful with practice... maybe a vampire could become more powerful by Idk, collecting powerful magic objects... or killing other vampires more powerful than him and magically stealing their power... or something like that... but not with training imo)

it's fantasy
its less about lore or logic and more about laziness. playing as richter is really just meant to be more of a cute unlockable easter egg than anything. but playing as him is so immensely fun because of the way his movement works that i am fine with him having less depth gameplay wise.
How do I sum this up in one short sentence?

The game actually makes perfect sense. Humans are weak and fragile. Alucard levels up and gains more power through the game because before that he was weakened from being in a deep vampire sleep for like 400 years. So him leveling up through the castle was him reawakening his true powers.

Either way you are over thinking it. One of the reasons Richter was programmed the way he was is because it was the only way to make the game actually challenging. Plus all the games that came before SOTN weren't RPGS. They were action platformers. So Richter's gameplay is a throw back to that.

There is rumor that they didn't have enough time to fully make RIchter's game play anything other than what it was. So they just copied and pasted him from Rondo of Blood for the most part. Maria was also a playable character in some versions and got the same treatment. Hard to say what their exact reasoning was, but it was so popular amongst fans that they continued to have characters that functioned in that action platformer way in all the future Castlevania RPGs.
Have you heard of the mystical concept of "GAMEPLAY"? It's quite a shocker, lemme tell you.
Later Igavanias have humans that level up, too. Like Portrait of Ruin.

Richter already vanquish dracula once 5 years ago. He's a legendary vampire hunter in his time. Shaft even admit that.

Of course he won't improve. That's lv99 human.
