Unreal engine 5 is pretty good.
Here take a look, a fan or something made a pokemon game and it look very good, granted the recent pokemon games look very bad so it's not that hard to do but still it look good.

And yes it doesn't stutter, same with MGS DELTA it run great.

That aesthetic is fully achievable in Godot and Unity as well.

Nothing about that requires the weight of the UE5.
