Nope. Tactical nuclear weapons are the only weapons made by man that have no contingency plans for their use. They just exist with no real or imagined purpose whatsoever.

Not everybody are lucky to be few km from the epicenter, rest will have rather "unpleasant" experiences.

EMPs can be one tactic, it goes off high enough in the atmosphere that there is little fallout compared to a more traditional strike. The EMP by one missile should devastate the electrical grid and most sensitive electronics to crash any advance country. One could only wait see if it sets of a retaliation from a peer adversary.
