Is 'Loli' culture in anime, and similar tropes, a gateway to pedophilia?

July 2 edit: I've changed the topic slightly as generalizing ALL anime under this umbrella is wrong and disrespectful to genuinely well written anime and it's fanbase. I'm sorry.

And should it be banned from the west?

I've noticed one constant pattern, especially on Steam, when it comes hyper deprived perversion and being accused of pedophilia or sexual deviancy.

Anime surrounding loli culture, and similar subgenres, tropes, and aesthetics.

The culture surrounding these subgenres of anime appears to be deeply rooted in perversion, especially when it involves lolis, age-ambiguous characters, etc.

I think anime depicting lolis and similar imagery should be banned from the west and places like Valve/Steam should be doing more investigating around this behavior and these individuals possibly abusing this platform

So long as the younger anime characters wear clothes that aren’t revealing then I don’t see the problem. If you are implying that having underage characters in anime is part of the problem, the same could be said for any underage characters in fiction.

I don’t really watch or play anything anime though, so take anything I say about it with a pinch of salt

Japanese culture kind of reflects that.
The age of consent is incredibly young and they don't view that stuff like the West does.
There was also a fun short documentary detailing how Japanese women currently try to reflect being young and cute while mimicking school girls.

There is a huge thing among the Japanese where they try to be very youthful.

But, I don't really know much on the topic personally.
