Waluigi would be wasted on such a thing. So he has to be fun to play and fun to fight against, and that's generally considered a secondary or tertiary consideration. Which is sad.
For instance Yoshimitsu became split between fun and effective, primarily by assigning him limits and granting everyone else kit gaps. Pretty sad.
Smash has a lot of kit gaps, and in many ways the game is about making up for those gaps. It's a bomb waiting to happen.
