Even if one earns income via non-$ in the USA, can they elude the IRS?
Like this: the employer (perhaps in Kuwait) pays remote workers or digital nomads in the USA through Dinars instead of US Dollar. They deposit them a 2000 KD ($6535) paycheck per month via their bank account without taxation due to them being overseas. However, can one refuse to disclose earning foreign income (non-$, paycheck given in other currency) towards the IRS?

You're required to report all foreign income.
In the instruction booklet at the very front is a checklist to help you determine if you even need to file a federal tax return. If you legit get to the "STOP: You do not need to file a federal tax return" instruction then you're all good.
they will catch you. the institutions report so you and they will not match the irs computer will flag you for audit , fees, fines, ...

Sure, you can refuse to disclose any income, foreign or otherwise. You can't choose whether you're caught though. Not reporting income has always been 'at your own risk'.
The IRS knows all about your secret stash of banana bucks and will get their share!
