As a marketing tactic...
Is advertising something as "the government is RUSHING to make this product illegal to sell because it's TOO GOOD so get it while you can" a good strategy?

Can be. Not long term.
1. Does buying the thing put you on a government watch list?
2. If you're a competitor this might be your only chance to reverse engineer the product.
3. Maybe use it to find exploits(for either good or bad intentions).
I'd avoid it at all cost if it gets me arrested
The idea is it'll be illegal to sell because the government is in cahoots with the industry's bigwigis and they're manipulating things to keep the status quo. If this product takes off then it'll be the end of the market as we know it (so the advertiser says) so get on it while you still can.
considering it's a blatant lie it will repell all intelligent customers. not a good idea imo.
unless your product is only meant for dumb people

I dont think melting ice is something people need...
Freshening up the air by throwing lots of ice particles does sound interesting though.

I recommend focusing on the many benefits of water-rich air and how stylishly unique the device is
If it’s too good to be true then it probably is. And besides… ads make me less likely to buy the products because ads are annoying.

it depends on its resaleability, maintenance requirements, the exact reasons this is happening (is a trust fund trying to liquidate this item entirely, and I'm a fool just to have one of these cursed artifacts in my possession?) etc.

Even if you squelch all negative reactions to the doubtless flaws of a deal that doesn't hit these marks correctly, you still lack any reason for genuine interest. People won't spread it on their own, even in negative as you have forbidden it.

However their passive disinterest, and the minification of their methodology in expressing negativity, has the effect of institutionalizing your worthless product. This was true even of Zane, whether it had an authentic true non-astroturf beginning or not (inherently it has to, even if the astroturf was waiting in the wings the whole time; though this is an abstract question.) The end result is a rolling mass of garbage nobody wants and you don't want anyone to buy, as every 10 years it's retro again and you can charge licensing fees as long as the license is too worthless for anyone to take it from you.
