For shoes You want sneakers. Probably vans. You need round, orange sunglasses.
As haircut a mullet would do - but You need sideburns 100%. As alternative You´d have a haircut in which all hairs have the same length, and it would cover the forehead completely.
You would always need to stress that You´re different to the others and do Your own thing, and You´d need to visit certain art shows, even if You have no idea what´s going on and find the shown art mediocre at best. Which combined is also the reason You would smoke weed on a regular basis.
While being white and nerdy. I did it. You can, too.
As for 90's:

For late 90s, just dress like the early 00s.
90s were all about the textured flat tops.
Now you are 90's.
As an 80s kid and 90s teenager, I offer the following:
1.) The mullet was largely an 80s thing. Either get you some Liberty Spikes or look up Kurt Cobain's coif.
Or, if you intend to protect your purity, a bowl cut--or the 90s Leo 'do.
2.) Depends. JNCOs were a favorite, as were FUBUs, but both will make you look like a trendy-ass poser.
Wanna be a goth kid? Get a Marilyn Manson shirt, black trench coat, black pants, and black nail polish.
Grunge? Jeans, a t-shirt, and a flannel; all should be ill-fitting, and if you think it's too hot for a flannel, you're already doing it wrong.
