Whats the deal with these accounts

I keep getting friend requests from accounts that have 10k+ cs2 hours, all of them are around level 11 and if i accept and try and talk to them they dont say anything

CS games are nothing but a playground full of scammers & hackers❗ This is what congress should ask Gabe when he comes in for questioning! WTH do you let this keep happening for years and years!?
