The treadmill is secured to the ground to allow for running without moving, rather than the ground sliding out from under you like without a road. It is not attached to the wall, but bolted into the floor so to move like running on a surface.

Secure it to a truck and you can run in place while traveling.

It always depends on what kind of treadmill it is... there are treadmills that can go up to a certain angle... those should be bolted to the ground... for obvious reasons.

Treadmills weigh a ton and have solid rubber feet to prevent sliding/wobbling. If you're on carpet its going to move even less.
If someone actually bolted yours to the ground then tell your landlord.
