The U.S.A. would win easily.. If you want to make it interesting make it a war of Canada vs. California. Californians wants to join Canada but Canadians don't want them if you want a reason. Assume California gets to keep the soldiers and equipment the U.S.A. keeps within its borders.

Well obviously the US would win in a conventional war. Most of our cities and military installations are close to the US border, and there is of course a huge disparity in GDP and population.

In the long run though, the US would lose a tremendous amount of resources dealing which constant partisan activity (since they can't occupy the whole country) and become a pariah state likely for the rest of the century. When you're that unpredictable, you lose all value as a partner in international relations.
