Compared to 10-20 years ago? Most definitely worse.
AAA wise? Yes, in most cases.
AA & Indie wise? They're quite better nowadays, not to discredit old AA & indie games of back then tho, they're are still quite good.
Some lack quality, others don´t.
It has more to do with the hiring practice, studio leadership and why said games are made.
I´ve not seen a single PC centric game with forced RT.
There are one console port doing it however. 1 out of 1000000
