What happens if america fails to pay its troops due to rising debt?
especially those who are stationed in those bases outside their nation.

"Rising debt" wouldn't make any country be unable to pay its troops.

But if it came to that than, being a state of emergency under threat of complete government collapse, the president would have right to force a budget through by executive order until congress agreed upon a budget.

The funding bill needs 60 votes to pass. There's 53 Republicans in the Senate. Do the math and you'll find out who's keeping the government shut down.

Correct and November 4th will be the longest government shutdown in history of 36 days. The next Senate meeting is this Thursday to request funding for the military during government shutdown. It is doubtful that the bill would pass due to the democrats. As this time, there's no agreement on both sides to reopen the government.

It is likely a government shutdown will last at least until end of this year. That is when current ACA Healthcare bill expires, At that time, the democrats would lost their bargain chip to keep the government closed. At the worse, government may stay shutdown until midterm elections which is in nov 2026. I hope the latter doesn't happen.
