The Supermarkets in my area in UK are usually quietest between 0900 and 1030 (am) if you want quiet and not have to go later at night.

In the morning, fresh stock and less bad people lurking. Also dont go on weekends because most of the healthy stuff will be old or out of stock.

I have learned to only go to them in the high income sections of town or it turns really nasty.
