Early RPG's had limited system resources. I'm sure outcomes like that would have been included if game developers knew how to do it. We've come a long way since then.

It´s not about total freedom of the decisions, but to get different consequences or approaches for decisions.

Outside of RPGs You also don´t have total freedom.

But most games which are labeled RPG aren´t really RPGs, oftentimes they´re just called like that because they feature character development.

If You have any kind of story or plot this is probably unavoidable.

If You want to play a game which doesn´t have a story, You´d need to look for "sandbox" - then You can write Your own story. RPG is about story.

Play Kenshi. Probably still the best sandbox game. But it´s not for everyone, because: no story, and no objectives.
