The word and definition are neutral.
However, afaik, most, if not all, people use it with a negative connotation in normal day use.
There is nothing wrong with thinking a junky might steal from you but, not every junky will steal from you or ever will.

Break it down:

shorts/ <--- This is what you want to replace
3KzUt8mpFKk <---- This is the ID you want
So remove "shorts/" and replace it with "/watch?v="
So it becomes

/watch?v= <---- replaced
3KzUt8mpFKk <----- same ID as before
Then put that all together on one line
https://www.youtube.com/watch?v=3KzUt8mpFKk
