I would probably do what everybody wishes for, to be acessible for everyone. This would clearly go face-to-face against big corporations and such. I'm not sure how I would do it.
Crowd funded games would also need a lisense and no criminal or fraudulent backgrounds of the fund raiser, in order to fix the develop half a game and run practices of early access.
Basically, I would be a polititian that doesn't lie or cheat and would make the gaming industry re-focus on entertainment, bring back developers that have passion.
Oh, and I would also force ubisoft to sell the blue-byte company and make the settlers go back to its glory days of settlers 1 and 2, but for the modern era.
If a game shall be sold on disc for PC, it must have all of the content on the disc(s) except an unknown amount of unknown files only known by eg, steam/origin etc. (screw you fallout 4)
New, big games MUST be sold on PC if they are also sold on PS4 and xbox, and the console price will always, permanently follow the PC price.
Every-single-game ever can be bought on steam, and downloaded even in the far future, eg, GTA 2 and monopoly 1998(or was it -95?) and all developers must upload it. MUST.
If a game is bought on steam, origin, whatever, the case with manual will be sent to your mailbox, no matter where the hell you live on planet earth.
All games's prices are decided automatically through player reviews. If a game gets overwhelmingly positive with at least, say, 2000 votes, the game should cost a minimum of 30 dollars/euros. If it's overwhelmingly negative, you are allowed to freely download the game and play it for 30 days, and then asked a maximum of 5 dollars/euros to continue playing it, should you still enjoy it.
If a game, such as sims 3 has overpriced DLC, you main game must be free, and the expansions severely decreased in money worth. Because.
Give proper sequels to where they are due, and ban sequels of games that don't need it. It breaks my heart when a good series is milked dry...
Make sure games are of quality. No one should have to pay $50 for an unfinished game!
All games can be played on any system. Whether PC, Xbox, PlayStation, or any others.
And lastly, I would make sure that all games will be fun and worth the money. Buying a game, and finding that it gets boring fast is a no-go. Everyone deserves a good game.
It may sound naive on my part, but I like to play a game that is fun, no matter how long it is.

2: Apply tighter Quality Control rules - games sold for money must meet a minimum standard of quality, otherwise they must be distributed for free.
3: Make developers legally responsible for their Early Access projects, and accountable if they fail. This is to prevent bait & switch Early Access scams.
If the game cannont be completed and won't meet minimum-standard as per #2, then the developers will be required to grant all requests for a refund.
Make it a very serious crime to be paid to post on forums.
Greatly limit paid marketing such that everyone has the close to the same level of marketing exposure BUT democratize curation (meaning promote youtube channels with real people (not paid via the developer) reviewing real games).
The main problem in the gaming industry as I see it is AAA hype ♥♥♥♥♥♥♥♥.
Everything else is solid
and I would do the opposite.
keep early access as it is, and then come down hard on AAA companies
