Please help 9070xt stuttering problem
So i have a brand new pc build i built it myself with money i saved over time one part at a time

Cpu:9800x3d
Gpu:9070xt steel legend
PSU:MSI MPG A 1000G
MB: MSI X870E PRO WIFI
RAM: G SKILL 6000 CL 36


so everything is working normally at first my games are smooth no micro stutter but after a little while of gaming boom micro stutter 24/7 and i mean it never stops and its an insane amount of micro stutter i watched it with a overlay and i was getting 30 percent micro stutter and even if i restart or power cycle the stutter stays only after i run amds cleanup utility and re install drivers does the game play smoothly again then 45 minutes to a few hours later boom micro stutter that wont go away and makes the game unplayable so currently im re installing drivers multiple times a day i have tried many things to fix this problem i tried running my memory gpu and cpu on default settings the problem persists ive tried changing power limits lowering voltage locking the max boost clock to -500 ive disabled and re enabled almost every setting in amd adrenaline software ive tried xbox game bar ive tried literally everything i can think of and i have no idea what the problem is my next test is to see if amds overlay it's self was causing the issue and im not going to use it anymore but if anyone can help me please lmk because im almost at the point of driving across state lines to rma or return this graphics card i baught from microcenter and i honestly dont think the gpu is faulty i think the drivers are faulty

9800X3D and stutter, no clue why it is so common, gonna burn out maybe?
My cpu temps are really good like 40 50 c

I did verify i had received an authentic 9800x3d and 9070xt steel legend when i made my purchase from microcenter but i will double check after i get off work today and post the results for you

Ps also when i installed my system msi had cpuz and a few other systems to identify my proccessor and gpu already pre installed when i did my first boot up and all of those did verify my components were authentic

cpuz is a good tool to check that things are running at the correct clocks and not overheating

cpu/ram/fsb
if its a poor ram kit or running slower than its rated, it can cause stuttering
same if the cpu/gpu or mobo vrms are overheating
I have 10 fans in my system 4 intake 3 exhaust i know the vrms on msi motherboards are usually pretty well built so i doubt its vrm or overheating issues as this problem occurs with default gpu settings and a undervolt with the clock speeds locked at 2800 my gpu is around 40 to 45 c with the hotspot about 70 to 75c my cpu is staying at a nice 50 c i have an aio cooler and i used grizzly high performance thermal paste with the highest among of heat transfer i even have a thermal grizzly contact frame keeping even pressure on my cpu
I almost want to do a windows clean install but im scared to lose how my pc is currently set up
I almost feel like its something to do with shaders as a driver clean up and re install fixes the issue until it returns
Also as i described everything runs perfectly in the beginning then boom micro stutter the problem isnt there in the beginning it happens over time as something is corrupting or damaging my drivers or shaders i have tested this with the cpu gpu and ram in default settings and i have also tested it with expo pbo and a undervolt applied and it still happens after a few hours of gaming the micro stutter appears and the only fix i have found is doing a driver clean up and re installing the drivers everything is updated windows is updated my bios is updated my adrenaline software is updated i just dont know what more to do then a windows clean install!!!!!
Try to disable the iGPU in your BIOS as it is enabled by default even if you did put in an actual GPU inside the machine
If you ain’t using the onboard WiFi/BT then disable them in the BIOS as well

Honestly ive been testing for like a week staying up till 5 am trying everything i can think of testing everything i can find online and idk what else to do besides rma the graphics card
Personally, I found the stuttering was from my CPU using a high as ♥♥♥♥ level of Load-Line Calibration (LLC) and State of Charge (SOC) LLC creating a voltage droop. In comparison, I have helped other people with microstutter with this very same issue on newer processors by AMD so it could very well be voltage droop.

My current processor: R9 5950x
My former processor: R7 1800x needed this adjustment as well but even lower than the R9.

My Motherboard, ASRock x370, has these LLC options at level 5 which is the highest level there is causing major throttling, stuttering.

R9 uses LLC/SOC LLC at Level 3 (median) and that old R7 used Level 2 (two steps away from disabled).

Personally, on AMD Ryzen, as it has P-States, I am not fond of running C-states alongside P-states, so C-states are disabled on my system as well as I hate CPU, and GPU, throttlers.

Why not just clean out the shader folder and not reinstall? How about turning off/on shader cache in AMD Adrenaline? On this Nvidia, we can set the shader range of storage which I have spiked to 10GB (this cannot be done entirely on AMD RX).

And something I have seen with AMD RX is that some models have the boost clock running lower than the effective clock which causes stuttering as well. The models I cannot remember exactly but were from the XT line.

We could look into things like MS OneDrive, Protected Folders, Game Mode, HAGS, etc...

For the record and to note, Nvidia users want HAGS on if/when using Frame Generation.

I have disabled intergrated graphics in bios and i have also tested with wifi and Bluetooth disabled still after a few hoirs of gaming something corrupts my driver or shaders and i have to clean up the drivers and re install i have tried locking frame rates disabling v syc i have tried the different presets in the adrenaline software and still after a few hours something messes up internally in my gpu and i have to clean the drivers

So how can i test this theory on my current system i do have a fair bit of knowledge but i am still new to pc building
