90-99 % usage of GPU
Hello is this bad? Or its okey? The gpu usage? To add temps are below 70C sometimes 70C
Not all games btw, just rarly happening

Working as intended and at a good temperature.
It means in the games that run at 99% GPU you are not CPU limited in that case, if you want to use a bit less power and therefore less heat (which they are fine at 70c) you could cap frames to the closest low point so say you are getting 65 to 75 FPS in a game cap it at 60.

those temps are already at 60fps capped , otherwise temps go higer than 70 and i dont want that
Increase the fps cap and tweak your gpu fan curves so it will run at a lower temp. Also you could undervolt it as well. Gpus are designed to run 70°C-80°C. It won't be damaged.

95-99% is good below 95% not great meaning cpu bound and not fully using the gpu.
in game it fine

when not running game, could be mining virus/malware

If a GPU is hitting 99% but you're capped at 60 then you probably ain't getting 60 FPS in that game, turn settings down in game capped at 60 till you see about say 80/85% use, then you have 15/20% overhead for a smoother ride, and temps don't worry about anything your GPU will slightly lower the clock speed if it's getting too hot, pretty hard to kill hardware these days unless you really try.

Below 95% is fine if you are hitting your FPS target, 99% use is due to uncapped frame rate or it's at 99% because it's not hitting the target.

It doesn't necessarily mean CPU bound.

either vsync is off
or its using old vsync/fast sync which do not put the gpu to idle after next frame i complete, in case it can have another ready in time, results dropping old a frames
Would probably help to know what GPU, CPU and the games that it happens in.
90-100% GPU utilization is great. That's what you should aim for.
