or try ctrl+esc or win+tab/alt+tab
I bet that the App is locking it out, as you explained. Like i stated in OP, i've tried everything that Windows 10 is suppose to allow. Ah well. It seems Windows Edge "hibernates" its own application so i should be okay in just leaving it open and Alt-Tabbing to it. That navigation does not let me see the Task Bar though. :(
Many DX12 games do this so the game can run as exclusive full screen mode.
Rockstar Games for example, via the Launcher settings, disables WINKEY by default now. As this caused a bug regarding input delays.
I ended up accidentally hitting the Control-Escape keys while moving my keyboard and the stinking Start Menu popped up, enabling me to use the Task Bar. XD
I had Windows Edge running and was just alt-tabbing my way between apps before that.
