The number of users using those unsupported OS'es was already a fraction of a percent by the time support ended. Valve relies on technology for Steam that itself doesn't support those older OS'es. Valve is not going to make another client for people with ancient systems they refuse to upgrade.
This definitely falls into the bucket of "anything is possible, not everything is plausible". And I can't think of too many instances where something had support end for years only for it to be re-added when the userbase is even smaller and only ever going to shrink.

you can still use steam on win 7
It depends upon just what you mean by "playing old steam games". Does Half-Life not run properly on Windows 10 or 11?
If not, Windows 7 runs 99% of games for XP and Vista, and is still compatible with Steam. I'm running Steam right now on my Windows 7 system.
If you like playing older games, I suggest maintaining a Windows 7 system. Nevermind Steam --- all kinds of disc-based games, games from MyAbandonware, and games from GOG will continue to run perfectly on Windows 7 as long as you live.
