what are my options for older PCs that Microsoft wont let me upgrade to Windows 11?
i have some very capable older builds i still use regularly that Microsoft says do not meet the system requirements to upgrade to Windows 11. Mainly i am talking about an i7-6700k system that i keep in the living room and is my primary PC i use for VR. Oddly i was able to upgrade my Steamdecks running windows to #11 with no problems even though they perform worse than this 6700k PC i built in 2015.

I want to keep running this PC but not if it's unsafe to do so if it will no longer be receiving security updates on windows 10? I need an OS for it that will allow me to continue using it for Steam VR apps, GTA Online, and Fortnite. the latter 2 meaning Linux is not an option.

keep using your current os

just because it wont get updates doesnt make it any less useful

6700k should be able to run win 11
you may need a 3rd party tpm module for the board or just disable tpm

It's because the Steam Deck has a much newer chip that has the features needed for Win 11 install, you can install Win 11 using a tool on to older hardware, not done it personally, you use Rufus I think it is.
Windows 11 with the requirement checks removed.
Just them for normal use.
They are as safe as it is now and with an AV plus windows defender all good.

Linux is always an option.

Otherwise, buy upgrades for your PC to use Windows 11.
qemu has tpm emulation

you can bypass the tpm requirements by using a unattend.xml which the setup checks for setting changes

easiest is rufus as it creates a unattend.xml if you select extra settings like bypassing the tpm

but here is the kicker the chances of 25h2 being a good update is low its a bigger chance it is going to be bugged to oblivion like with 24h2 and to make it worse 23h2 is getting end of support in november

so you are not getting a stable windows 11 after the support for windows 10 ends

but its up to you i made my decision in december last year to at least ditch windows as main operating system i still use it but either offline or in a vm on linux i am just cooked after 20 years of using windows
Get Linux!
I put Linux Mint on one of my old Thinkpads (think it was Windows 7) and it works very admirably.

Oh... Well you could dual-boot and keep an old Windows installed just for games that require it.

If enough people get on this bandwagon or the judge rules in his favor then things might change.
