New cpu
Got a 9600x cpu with a 7800xt gpu most of the games I tryed work fine apart from warzone I keep getting stutters so tryed the steam performance monitor overlay and I noticed on the cpu part it stays around 75% and spikes to 120% sometimes with causes stutters tryed dropping all settings to low different resolutions and still the same issue any idea a way to fix it

Hope this is correct
AMD has an issue with Load-Line Calibration (for some systems that require more power).

All AMD Ryzen processors are defaulted at LLC/SOC LLC → Level 5 which is horrible and causes slight (to heavy) voltage droop.

Some people change the level and see good results. This feature is in BIOS and accompanies SOC LLC as well (these should match).

On my Ryzen 9 5950x, I use LLC and SOC LLC Level 3 which seems reliable/stable.

With the R7 1800x, I had to use Level 1 for true stability.

Could be as simple as that, OP.

My recommendation above, is all about maximum power performance.

But now, my mind is focused on the good of undervolting, if properly handled.
