What are the actual model numbers of the SSDs so people can look up the actual specifications for them.

If you install CPUz and run the validator the. Post the result link it should usually have the hardware details for people to better help you diagnose issues
There was an update for certain Kingston drives to deal with some game issues, see if there is a firmware update for the drive, could be worth a shot.

Are you on the latest BIOS and chipset drivers?

post a cpuz validation link
http://www.cpuid.com/softwares/cpu-z.html
cpuz -> validate button -> submit button
it will open a browser, copy the url (address) and paste it here
Have you tried the X3D mode in BIOS that shuts down a CCD to see if that has anything to do with it?

yeah same problem
So you have EIFK31.7 which was the firmware with a fix "Improved decoding flow to prevent excessive latency found on certain platforms", maybe they didn't 100% fix this problem, that's all I can think of, it's a weird problem, if it's just a one game anomaly I would just ignore it tbh.

yeah but i feel some of my ohter games runs smoother on the Windows ssd
Been awhile since I checked, but when I last checked, games run from the system drive tended to be faster than games run from a secondary drive.

That is why I always install Steam games on the same drive as my OS, and I use secondary drives for general storage or older, less demanding games.

He has a CPU with enough PCI-e lanes and a motherboard to support it so both M.2 drives have a full 4x gen5 lanes each direct to the CPU.

I have a M.2 drive in all 4 slots, 2 off the CPU and 2 off the chipset, I haven't noticed any stutter issues or performance loss in any games, or at least nothing that has stood out to make me check.
