Yep that's it.
That is why I always install Steam games on the same drive as my OS, and I use secondary drives for general storage or older, less demanding games.
He has a CPU with enough PCI-e lanes and a motherboard to support it so both M.2 drives have a full 4x gen5 lanes each direct to the CPU.
I have a M.2 drive in all 4 slots, 2 off the CPU and 2 off the chipset, I haven't noticed any stutter issues or performance loss in any games, or at least nothing that has stood out to make me check.
