Generally, it means either you are running low/out of VRAM, or the device is throttling (thermally or electrically). Given that this is a laptop, the latter two will be trickier to narrow down.
You can use ThrottleStop to see if it can give you a clue.

I agree with Illusion about most likely reason but if it’s truly only happening in steam then it might be an option letting the app to download games and updates while playing. It’s surprisingly CPU heavy.
Check in steam settings if it’s on and switch it off.
But again - thermal or power limit is the most likely reason.
If so that suggests a cpu bottleneck, but then again not sure it should be with an i7 11800.
You mention battery so it's a laptop so is there any settings set to do anything after an hour? is it always an hour on the dot?
