they already said they got the game in march...
They could try a manual refund by selecting I have a question and explaining, but there's no guarantee.

No once the game is 14 days past purchase or played for 2 hours... that's the policy. Has to be under both of those limits.
If you buy a game, be ready to install it and test it right away. So you have time to refund if needed
I have one game with only like 40 mins playing time, but I bought it years ago & was rejected in refund of it
In their reply to me they quoted :” To get a Steam refund, the game must be purchased within 14 days and have less than two hours of playtime “
