a gpu can only be destructed, maybe hit it with a hammer really fast, by violence and hot temperature. thats mainly it!!
A badly cooled GPU that is running constantly at or above it's max safe temperature could cause issues though later down the line, but this has nothing to do with raytracing in itself.

I'm genuinely sorry. It's no wonder amd gpu market share is in single digits.
OP said 1080p, not 4k.
Looking at the Tom's Hardware GPU rankings, the 9070 (at 1080p Ultra) is at just under 100fps in their Ray Tracing test battery. A few frames below the 7900xtx, and level with the 5070/4070 super. 1440 ultra, it's still around 65 fps. 4k is only like 38. But so is the 5070. Neither of them are 4k RT cards.
This is without DLSS/FSR/XESS.
While rtx 5070ti is 850$
While rx 9070 was 600$ and xt is 700$
The extra vram are worth it
