Secondly, pretty much any linux distribution can/does use CPU governor to be able to control CPU performance. Yes you can configure CPU frequency scaling (both in frequency range/limits and percentage), processor state, turbo (enable/disable and percentage), etc.
You can install the CPU power GUI (if it's not included by default in your chosen distribution) to have a GUI interface to manage the CPU governor settings.
In regards to "system cooling policy"; that you'll typically need to do a bit more work to setup something to poll the relevant thermal sensors via lm_sensors and then dynamically modify the CPU governor settings.
That's very nice to hear that I will be able to configure such options on Linux, they are pretty important to me.
TLPUI looks like the best app that has options that I wanted and it's relatively user friendly.
