To to Steam Settings and go to drive libraries and press the hamburger icon and click repair library. When done go to Properties for 7D2D and RUST and in Local Files click Verify. Once both are done this process click Play on the game and see how that goes now.
but either way, steam is borking the command to launch
repairing library may do it
and browse rust game files and see if that is rust or 7d2d
