Pro Controller doesn't work in-game without Steam Input on.
I recently started using a new computer, and noticed something odd: When trying to play games with my Nintendo Switch Pro Controller, they only work with Steam Input enabled. However, the same controller works for the same games on my old computer without Steam Input enabled, so I imagine there must be some way to get it working here, any help would be appreciated.

The only differences between the two computers that I'm aware of is that this one runs Windows 11 while my old one is Windows 10, and this is a laptop while that one is a desktop.
So far I have tried:
Unplugging the controller and plugging it back in (Several times, in multiple different USB ports), restarting my computer, running steam as administrator, updating the drivers for the controller, and uninstalling the controller in the device manager to force reinstall the drivers, none of which seem to have had any effect.
The controller works fine in Steam Big Picture mode, but none of the games I've tried (Hollow Knight, Hollow Knight: Silksong, and Celeste, as those are the only ones I've installed on this computer so far) register any controller inputs unless I turn on Steam Input. Interestingly, Hollow Knight at least can seemingly detect that a controller is plugged in in the settings, but still won't register any input from it.

Yes, that's able to read all of the inputs properly. I also tried some online testing thing, https://hardwaretester.com/gamepad which had the same results.
Disable and delete the Microsoft GameInout service and it's files.
