Allow anonymous gifting
Currently, the only way that it seems that someone can gift a game to someone else anonymously requires creating a new account. It would be really nice (for secret santa, or other gift exchanges) to have an option to gift a game anonymously.

It sounds like it could be misused for scandle and such, but I don't know enough of the system to be sure.
I've heard rumors, but that's nothing to go on.

I don't know how it could be misused for scandals (at least, not any more than creating a new account and using that could) -- and if necessary, the Valve staff could still take a look and see who had given a person an anonymous gift.

The gift giver could be revealed after the person accepts it. Or delay for 1 week after accepting.

I want to be able to give someone a gift without them knowing it's me, ever. I don't want them feeling like they owe me anything.

If you use the website version and aren't required to log in (I think you are though) then you can probably do that anonymously. Except... now that we know you do anonymous gifting and possibly the only one that does it... Anyway, it shouldn't be too hard to figure out.

You can already do this

Just trade the item for nothing in return in the Steam Trade interface. You have your anonimity.
