Other then that, Sony and MS tend to lock companies out from making games like that.
Also, diffrences in the software. A FPS on a console usualy has an aim assist while the PC one doesn't. Witha FPS anyways, a Keyboard and Mouse player will almost always beat a controller. They would be on unequal terms.

Yes, you are correct. Portal 2 does have cross platform with the PC and PS3 (not X-Box) co-op. I never played it, so had to look it up.
