Sending files to friends
I think if you implement this, Skype will become obsolete. I certainly would encourage my friends to move to Steam and leave it behind. Running one processor-gulping monster at a time is enough, I say.

That and screen sharing (but never remote control, that would be too risky).

I'd fear the scam/hijack abuse.
One thing is telling people to go visit sites and put their user/pass and another to actually infect someone through the chat.

"Hi I is Steam Admin, i send you Gift game, plz Accept, Total Legit 100%"
[Scammer is sending: This_is_a_Game_totally_not_a_Virus.exe]

Well, If you'd fall for that, you'd fall for the "You're our 1,000,000th visitor! You win our lottery!" and just about every kind of fraud there is. The only protection against ignorance is education.

It would also be used as a means to pirate games. How would this suggestion help Valve sell games or protect the community?

You must be new to this "internet" thing. That's about as effective as copying the games to 5.25'' floppy disc and carrying them to the recepient. so he can make his own copy.

A lot of games on Steam will run without Steam. They could simply send you a copy of the game. And since you would automatically know who has that game, this would only make it much easier to do. The fact of the matter is there is no benefit for Valve for this feature to exist. This would only result in more Steam support tickets because of people receiving viruses and scams.

Hilarious... Because no one sent ever a virus through MSN, Yahoo Messenger, Jabber, ICQ or Skype.

That has never happened and i've never gotten sick of cleaning computers of stupid people that thought it was fun to accept whatever was sent to them.

Some laughs can turn easily into tears. These forums.are brim full of them.
