emulator for nonlinux games
I just barely installed steam for linux, only to discover that the only game in my library I could install was Team Fortress 2. Even if certain games aren't avalable for linux, it would be nice to have the option to download the games, because there are plenty of emulators for windows applications like wine and play on linux. I mean, Doom 1-2 and Final Doom all have DOSbox, why not have the same for games avalable on mac and windows?

Doubt that will ever happen. Would be nice if they allowed for that though.

They want everything to run natively with no emulation.
If you want, you can run the windows installer for linux under wine. Half-Life 1 works perfectly perhaps even better than on windows, TF2 almost there. Also I recommend you copy your actual Windows fonts folder to wine otherwise it will look kind of junky.

Yep. They are going to port all Valve games over. It will be up to each developer to decide if they want to port their games over.

They are trying to encourage others to go to Linux. Adding emulator would hinder that.

Like DarkCrystalMethod said. There is another way.

Afterall, why use a native Linux Steam if you are just going to use an emulator to play your games anyways.
