The devs themselves have to go and get their game rated.

Valve/Steam cannot do it for them.
In Germany and Brazil, the ratings agencies have deals with Valve to have the Content Survey every game on Steam must complete before launch count as a rating.

In other countries, the ratings agencies don't have such a deal.

You can save your country by asking game developers to add age ratings into their store pages.

For a lot of indie games, doing that (especially doing it for every country the game is sold in) is prohibitively expensive.
