Let us use the steam mobile app to play music
I am talking about bought soundtracks that can be played on the steam soundtrack player.

Right now the mobile app is bearly any better then using a web page we use it to go through the forums and the store and that's it so this will make them way more useful and if it doesn't need an online connection to hear the music would make it way better then Spotify

While not a bad idea, just remember that the mobile app is actually designed for trade confirmations and Steam Guard with other features kinda tacked on. Valve tends to not add features beyond the most basic levels that are elsewhere. E.G. Discord.

Fair but this shouldn't be too much work when they already have the soundtrack player all I ask is to implant it in the app

it's also would be an easy way to listen to music without needing to be online all the time or deal with a sketchy apps with adds

Might even boost sales as without the player and it's easy access there isn't a big incentive to buy soundtrack from steam

Typically one would transfer the files from pc to phone and use their standard media player to play the songs, so there wouldn't be much more of an incentive if people are already doing this. Not having the media player integrated with the steam app cuts down on bloat.
It would have to be its own separate app since being able to download in the Steam Guard Mobile Authenticator (security) app would compromise it further from malicious actors.

And if it gets its own app, your own phones player would probably still be better.
