Players should never be able to control another player in game. This would cause many falsely applied cooldowns.
It's been a while since I played Counter-Strike, but I thought it would be bad to kick someone for being AFK.
It's not like you're going to be able to fill that slot with a different player, and I'm pretty sure the system has stricter punishments for things it determines were bad on its own. (And I vaguely remember something about people being able to get in trouble for kicking too frequently, but that probably won't be an issue if you're not also kicking people who aren't AFK.)
Reporting AFK players should be fine, though.
