That's probably to make it much more time consuming for an account hijacker to convert your cards, emoticons, and backgrounds into gems that would be easier to dump on the marketplace.

The best solution is to just clean up your inventory a little at a time. Don't try to conquer it all at once. Maybe start by clearing out any duplicate items first. Then move on to things you probably aren't ever going to use.
